| 摘 要： | 开发科研仪器与设施的科普功能，合理利用相关物资与设施，对于加快新时期我国科普资源建设，增强国
家科普能力，促进科技服务业发展具有十分现实的意义。在对我国科普资源建设现状进行研究的基础上，分析存在的
主要问题及原因。从制定政策、投入保障、明晰各方责任、促进旅游科普功能开发、开展绩效考核等方面提出拓展和
丰富我国科普资源的主要途径。
及高效合理使用对于提高科技发展水平，增强科技创新能力发挥着重要的作用。国家科技基础条件平台的建设和发
展，推动了科技资源的战略重组和系统优化，促进了开放共享水平的提高。系统总结了近年来国家科技基础条件平台
工作的进展，分析了平台工作面临的新形势和新要求，阐述了新时期进一步加强科技平台工作的重要意义，研究提出
应围绕管好用好国家科技资源、加强科技资源全链条管理和分级分类管理等意见和建议。

| Abstract: | Developing the science popularization function of scientific instruments and establishment, and
utilizing other installations in rationalization, there are special significance in which quicken the construction of science popularization resources in new period, strengthen national science popularization ability and promote
the development of science and technology service industry. Based on the analysis of the present situation of
popular science resources construction in our country, this paper analysises the main problems and the reasons
in existence. From policy formulation, public investment, responsibility clearing, the promotion of the popular
science tourism function developing and assessment, to performance assessment and so on, it presents primary
approach to extend and enrich Popular Science Resources in China.
information, biological species, and experiment materials are important national strategic resources, theirs
quantity, quality as well as efficient and reasonable use will play important roles in improving development of
science and technology, as well as strengthening their innovation ability. The construction and development of
national science and technology infrastructure platforms has advanced the strategic restructuring and system
optimization of science and technology resources, and improved their open and sharing. This paper systemic
summarized the progress of national science and technology infrastructure platforms, analyzed new situation and new requirements that the platforms faced, addressed the great significance to further strengthen science
and technology infrastructure platforms works in the new period. This paper put forward that we should pay
attention to management and utilization of national science and technology resources, strengthen the whole
chain management and classified management of science and technology resources, as well as other opinions
and suggestions. |
