人才创新环境促进人才资源向人才资本转化的研究

摘    要:人才资源是国家经济、社会、科技发展最重要的战略资源。只有科学合理配置并且被激活、开发,人才 资源才能转化成人才资本,源源不断地创造出新的价值。国际间的竞争说到底是人才的竞争,人才竞争的关键是人才 潜能得以发挥的环境的竞争。在分析探讨人才创新环境对人才资源资本化作用的基础上,对如何共同营造人才创新环 境提出了几点看法。

Abstract:Talent resources are the most important strategic resources of the development in national economy, society, science and technology. When they are distributed scientifically and reasonably, activated and developed, talent resources could be transformed into talent capital, which keeps creating new value. In the final analysis, international competition is the competition of talents. While the competition of talents is still the competition of environment, in which talents can exert their potential. This paper analyzes the effect of the talent innovation environment on the transformation from talent resources to talent capital, and then puts forward several opinions on creating innovative environment jointly.
