| 摘 要： | 国家宏观层面的信息资源规划、尤其是面向高速信息网络及其应用的数字信息资源的宏观规划与管理,尚未引起足够的重视且理论研究及实际应用都十分薄弱。文章分析了数字信息资源及其宏观规划的意义,阐述了信息资源规划的层面、数字信息资源规划的内涵与方法,描述了我国既有的国家层面的数字信息资源规划成就及存在的问题,并分别从全局、核心业务、绩效评估三个层面提出了数字信息资源规划的发展思路。尤其强调应加强战略规划研究、进行数字信息资源开发利用政策法规标准制度设计、大力推进信息资源产业发展、提高数字信息资源政策法规的实施效率。
