| 摘 要： | 对当前我国大城市公共图书馆发展的现状进行分析,总结出五个不均衡特点,指出实现服务均等化的目标非常迫切;对"基本公共服务均等化"的目标进行分析,对广州和香港两地图书馆事业进行比较,说明发展模式对事业发展具有根本性影响,强调图书馆服务均等化的核心是公平和效率的统一;通过对中央提出的社会发展目标、手段的分析,指出在公共财政体制建设的前提下,图书馆事业改变管理体制,实行总分馆制模式,进而有效实现服务均等化的可能性、可行性;最后对在不同阶段如何实现服务均等化提出了五点建议.
