| 摘 要： | 知识产权服务和知识产权转化对科技创新具有重要推动作用。为高校国家知识产权信息服务中心平台探寻建设路径,对完善知识产权信息公共服务体系,丰富知识产权信息服务内容,促进高校协同创新和科技成果转移转化具有重要意义。从知识产权生态链角度出发,明确知识产权全流程服务的各个环节和不同角色的知识产权需求,以知识产权生态链为逻辑支撑,基于知识产权供给链构建知识产权资源供给管理系统、基于知识产权需求链构建知识产权需求匹配推荐系统、基于知识产权驱动链构建价值评估管理系统、基于知识产权融合链构建知识产权服务专家支持系统,以搭建知识产权信息服务平台的方式,为建设高校国家知识产权信息服务中心提供参考路径。以知识产权生态链构建服务平台模型,通过开发武汉大学知识产权信息服务平台进行验证,结果表明原型平台基本实现预定的目标与功能。

| Abstract: | Intellectual property services and intellectual property transformation play an important role in promoting technological innovation.This paper explores the path for setting up a nation-wide university intellectual property information service center.It will be of great importance to improve the public service system of intellectual property information,enrich the service contents,promote innovative collaboration of universities,and facilitate the transfer of scientific and technological achievements.Based on the ecological chain concept,needs of the entire intellectual property service process and the different roles involved can be clearly identified.An ecological chain can give the framework for setting up intellectual property resource matching and management systems based on supply and demand.Feedback and comments will help to develop valuation and evaluation systems.In return,the intellectual property service experts can be well supported by the comprehensive functions available on system.Furthermore,the authors suggest the blueprint of a nation-wide platform for universities’intellectual property information service centers.The service model of this platform is also built upon the intellectual property ecological chain.The Wuhan University Intellectual Property Information Service Platform has been developed as a prototype for demonstration and evaluation.The result shows that this prototype system can achieve the intended goals and functions in general. |
