| 摘 要： | 从公共信息资源与政府信息资源的概念比较出发,指出公共信息资源管理系统的复杂性已经超出了政府公共信息资源管理维度,导致政府公共信息资源管理的诸多问题,只有明确政府公共信息资源管理的有限责任,加强政府公共信息资源管理能力建设才能真正实现政府公共信息资源管理目标。
