| 摘 要： | 建设创新型国家的重要方针,影响着社会生活的各个领域,提高自主创新能力,是每个社会成员必须强调的重要任务.图书馆作为国家信息服务的领军机构,具有资源、人员、技术等多方面优势,面对用户的自主创新需求,必须进行服务业务的重新组织,这不仅对信息资源开发、利用提出了新的要求,也对管理体制、技术开发、平台建设带来了新的挑战.
