| 摘 要： | 开放获取是一种新的学术出版与交流模式，与传统期刊出版在办刊理念、运作模式、编审过程、经费来源、版权问题以及期刊评价等方面均有很大的不同。文章论述了开放获取出版模式的意义和特点，对中国出版界推动和实施开放获取出版提出了政策建议。

| Abstract: | Open access is an alternative model of publishing and scholarly communications, which makes great difference with traditional journal publishing in objectives, operations, reviewing, funding, copyright and evaluation. This paper discusses the implications and characteristics of open access publishing, and some recommendations on open access policies related to the promotion and implementation in Chinese publishing community are outlined. |
