| 摘 要： | 中文图书招标工作中的一些具体问题对能否实现招标工作目标具有非常重要的意义。另设注册资金门槛不利于公平竞争;合理设置标段有利于取得相吻合的折扣;折扣率的不同计算方法对评标结果影响不同;服务和折扣分值关系取决于各自的分值差距;服务内容急需标准化和客观评价体系;通过数据而不是对方宣传承诺来了解投标人的真实能力;专业人员的选择和程序是保证招标质量的手段;合同履行过程对招标工作的目标有重大影响。

| Abstract: | Some concrete problems are crucial to the realization of the goals of the public bidding on Chinese books. It's unfair to set up an extra requirement of the registered asset amount. Rational bid packages are beneficial to the reasonable discount. The different calculative methods determine the assessment results. The relationship between service and discount is decided by the separate differences. It is urgent to standardize the contents and assessment system of the services. It should be the data rather than propaganda that show the abilities of the bidding party. The selection and assessment procedure of the professionals is key to guarantee the bidding quality. The implementation of the contract also has a great influence on the bidding purposes. |
