| 摘 要： | 中小型公共图书馆的公益性,是由公共图书馆地位、性质以及社会公共文化服务保障体系决定的.为发挥中小型公共图书馆公益性保障的职能作用,笔者认为必须依靠地方政府承担起资金投入、管理监督、制度供给的责任.
