| 摘 要： | 开放存取能够降低图书馆联盟信息资源建设的成本,拓展图书馆联盟的合作项目,提升图书馆联盟的影响力。同时,图书馆联盟能够为开放存取的发展提供组织和管理的保障及资源、经费、技术、人才的支持,因此在图书馆联盟环境下开展开放存取具有一定的可行性。图书馆联盟应依托联盟平台对内宣传开放存取,采取激励机制提升成员馆开放存取的参与度,利用联盟合作加强开放存取的资源整合,通过实践完善联盟层面的开放存取政策,借助联盟优势推进开放存取技术研究。

Development Strategies of Open Access under the Library Consortium Environment |

| Abstract: | Open Access could reduce the construction cost of information resources of library consortia,expand the cooperation project of library consortia,and enhance the influence of library consortia.Meanwhile,library consortia could provide organization and management guarantees,supports of funding,technology and human resources for the development of Open Access.Thus,it is feasible to develop Open Access under the library consortium environment.Library consortia should rely on the library consortium platform to publicize Open Access in interior,enhance the participation of member libraries through incentive mechanisms,strengthen the integration of Open Access resources through the consortium cooperation,perfect Open Access policy in practice,and promote technology research with the help of advantages of library consortia. |
