公共图书馆岗位设置管理改革实践与探索

摘    要:公共图书馆岗位设置管理是事业单位改革的重要内容。浙江图书馆在实施岗位设置管理改革过程中,综合确定岗位数量,合理限定岗位等级,严格控制人员结构比例,改革初见成效,但是仍存在诸多问题。因此,我国公共图书馆应准确领会岗位设置管理改革的精神和内涵,科学对待岗位设置和分类,妥善把握因事设岗的原则和关系,有效控制后续岗位的管理和使用,逐步完善岗位人员的聘任和考核制度。

Practice and Exploration of the Position Setting Management Reform in Public Libraries
Abstract:Position setting management in public libraries is the important component of public institution reforms.During the implementation process of the position setting management reform,Zhejiang Library has gained good effects in determining the number of positions comprehensively,limiting the position level reasonably and controlling the structural proportion of employees strictly.However,there are still many problems in the position setting management reform.Therefore,public libraries in China should understand the spirit and meaning of the position setting management reform accurately,treat the position setting and classification scientifically,hold on the principle and relationship of setting position by matters properly,control the management and usage of follow-up positions effectively,and improve the system of personnel appointment and performance assessment step by step.
