| 摘 要： | 高校图书馆自制规章是指存在于图书馆内部的、非法定的、具有自制性的、为保障图书馆日常管理和良性运行而制定的各种明文规定,具有非国家法律性、明文性、规范性、自主性、自用性等特征.目前我国高校图书馆自制规章的制订和执行存在较多问题.高校图书馆在制订自制规章时应遵循合法性原则,保证自制规章的时效性,提高全体馆员的法律素养,从而加强和完善高校图书馆自制规章建设.
