| 摘 要： | 完善公共图书馆服务体系治理模式和治理结构的关键在于各类型服务体系及其成员的理事会的合理设置。我国公共图书馆服务体系建设有6种模式:纯粹型总分馆制、紧密型总分馆制、半紧密型总分馆制、松散型总分馆制、紧密型联盟模式和松散型联盟模式。各类型服务体系及其成员的理事会设置取决于公共图书馆所有者决策权力在服务体系及其成员之间的分配。
