| 摘 要： | 文章根据国家创新发展与信息资源配置的互动关系,应用创新系统理论和协同学理论设计了国家信息资源协同配置体系框架,从网络基础设施建设、标准规范制定、信息资源建设和协同配置实施四个方面探讨了协同配置体系建设的技术路线.基于影响信息资源协同配置的关键因素,从协同管理、主体合作和利益协调三个方面研究了协同配置体系的运作机制.

| Abstract: | According to the interaction between the national innovation development and the information resources allocation,this paper applies innovation system theory and synergic design the national information resources collaborative allocation system framework,explores system construction technical line from network infrastructure construction,standards development,information resources configuration and collaborative allocation implementation.Based upon the key affect factors for information resources collaborative allocation,the author researches the system operation mechanisms from collaborative management,subjects cooperation and interests coordination. |
