| 摘 要： | 我国建立了城镇居民医疗保险、城镇居民医疗保险和新型农村合作医疗保险（以下简称“新农合”）三项基本医疗保险制度。由于各制度在参保对象、筹资水平、补偿标准以及基金管理等方面存在差异，导致制度运行成本高、卫生资源浪费、制度衔接困难等问题。因此。必须积极探索城乡基本医疗保障制度的衔接路径，构建城乡统筹的全民医保制度。

| Abstract: | Our country has established the urban residents＂ medical insurance, medical insurance for urban residents and the new type of rural cooperative medical insurance （ hereinafter referred to as the＂ new＂ ） three basic medical insurance system. Due to the system in the insurance, funding levels, the compensation standard and the funds management differences, resulting in the system operation cost is high, the waste of health resources, institutional convergence difficulties. Therefore, we must actively ex- plore the urban and rural basic medical security system between path, build urban and rural the universal health insurance system. |
