| 摘 要： | 高校图书馆向社会开放已成为一种趋势。但目前很多高校图书馆没有完全向社会开放，只是有限制的局部开放。造成此种现状的因素很多，从社会、高校、图书馆自身三方面阐述了制约高校图书馆向社会开放的主要因素，并提出了相应的策略性措施。
