| Abstract: | On the basis of emphasizing the important value of foreign literature resources, this paper puts forward the current problem that the utilization of the foreign literature resources is not enough. Focusing on the issue, this paper analyzes the main influential factors and provides a solution for establishing a framework to improve the utilization of foreign literature resources for public libraries from the two angles of software and hardware. |
