| Abstract: | Knowledge economy, in some sense is an economy based on gifted persons. The basic function of libraries is to tap knowledge, to disseminate information, to cultivate personnel, to serve the whole society according to the needs of society. Therefore, the exploitation and management of human resources is of great importance in the promotion of socialist construction and the social progress. |
