| 摘 要： | 党的十八大报告凸显出“以人为本”的时代已经到来，在“以人为本”从理念到现实跨越的时代背景下，以人为本，服务读者、服务教学、服务科研已成为高校图书馆的特色职能。文章紧密结合新形势下对高校图书馆党员的新要求，结合工作实际，提出通过高校图书馆的基层党组织开展创先争优长效机制，建设学习型党组织与推进文化建设，加强基层党员队伍建设等党建活动，充分发挥党员先锋模范作用，引导图书馆员工转变服务意识，增强服务能力，提高读者服务质量，从而促进高校图书馆事业的大发展。

| Abstract: | The documents of tl~e Eighteenth National Congress of the CPC manifest the new era of putting the people first has come. Putting the people first, serving the broad readers wholeheartedly, serving the teaching and research work dedicatedly have become the featured functions of the libraries under the humanistic environment. Closely combing the requirements for the Party members by the new situation, the author proposes thai the libraries should set up effective mechanism, construct the learning grassroots organizations of the Party, strengthen the Party building, bring the pioneering role of the Party members into full play so as to change the construction of the service consciousness of the librarians, to raise the quality of service to readers, and to promote the development of the library cause in higher institutions. |
