| 摘 要： | 文章阐述了当前研究信息环境问题的重要性，梳理了信息环境研究的脉络，界定了信息环境的含义，探讨了信息环境的构成要素和影响信息环境的主要因素，展示了几种主要的信息环境的结构特点，分析了目前信息环境建设和管理面临的问题和挑战。最后，提出了创建公平、安全、高效的信息环境的目标和相关措施。

| Abstract: | This paper states the importance of information environment research at present, reviews the state-of-the-art, defines the concepts of the information environment and other related concepts, discusses the components of the information environment and key factors for impacting the information environment, and characteristics the structures of several main types of information environment, analyses current issues and challenges in the face of management and development of information environment. Finally, the goads and measures of the new information environment construct are put forward. |
