| 摘 要： | 文章基于国家科技图书文献中心、（简称NSTL）网络服务系统的业务模式，针对网络和应用系统的安全管理提出了层次化分级防护的安全模型和配套的安全管理办法，并在此基础上设计、构建了NSTL网络安全管理系统。

| Abstract: | Based on the business model of National Science and Technology Digital Library （NSTL） network service system, multitier security protection model and management regulations are proposed which is used for network security and application security. NSTL network security management system is designed and constructed utilizing this model. |
