| 摘 要： | 在数字时代，公益性图书馆通过互联网络为社会公众提供数字资源是其发挥继续教育与终身教育职能的重要表现形式。在各类数字资源中，国家享有著作权的作品虽然在数量上未占主要部分，却举足轻重。长期以来，因政府执行不力、社会重视度不够等因素而远远未发挥其作用。文章从国家享有著作权作品的界定入手，首先分析了对其进行管理与利用的现状，随后探讨了加强对该部分资源利用的策略，具体包括国家相关法律与政策的出台或修订、加大政府经费投入、由各类大型公益性图书馆进行数据库加工后提供给全社会利用等。

| Abstract: | In digital times, public welfare libraries provide digital resources for the public through internet, which is the important method to develop its function of continuing education and life-tong education. In all kinds of digital resources, state-owned copyright works are very important, although not the main part in the quantity. For a long time, its function hasn＇ t been developed because of the weak enforcement of the government and the lack of recognition by the public. In this article, starting with the definition of state-owned copyright works, we first analyze the current situation of its regulation and utilization, then discuss how to strengthen the utilization from strategy, including enacting and revising relative legislation and policy. increasing investment and offering the public these resources after database processing by different large public welfare libraries etc. |
