| 摘 要： | 我国信息资源共享效率不十分理想,影响EIRS因素十分复杂。政府协调机制只能短期改变某馆参与共享的概率,不能长期提高效率;市场机制中价格过高过低都使信息资源共享效率损失;供需机制使成本增大,市场失灵和政府失灵均使信息资源共享效率低效或无效率。我们不仅要注意效率的物质基础,更要注意它的道德基础。提高信息资源共享效率要政府协调机制、市场机制、制度三管齐下,纠正错误认识和做法,限定政府协调范围、手段、规模,制定反垄断政策,培育信息资源市场。参考文献19。

| Abstract: | The efficiency of information resource sharing is not high in China and the factors are very complicated.Government adjustment can only influence the probability of library joining information resource sharing in short-term,but can not heighten the efficiency in long-term.Bargaining among the market mechanism brings the loss of the efficiency of information resource sharing.Supply and demand mechanism increases the cost,market failure and government failure make the information resource sharing inefficiency.In order to increase the efficiency of information resource sharing,we should synchronously actualize government adjustment,market mechanism and systems,rectify the wrong thoughts and practices,standardize government coordinate mechanism,establish the anti-monopoly system and raise the market of information resource sharing.19 refs. |
