| 摘 要： | 文章论述了当前全国国有档案馆网建设中存在的问题,提出了改进意见:重点突出国家档案馆在国有档案馆网体系中的主导地位,控制国家专门档案馆的设置,明确定位部门档案馆、企业事业单位档案馆为过渡性档案管理机构,强化档案行政部门对各类档案馆的统筹和监管职权等等.

| Abstract: | This article elaborates on the problems faced by the national-owned archives in the process of the network constructions and offers the following proposals.Firstly,it lays great stress on the national-owned archives in the whole network system.Secondly,it advocates a proportionate control on the setting of national-owned specialized archives.Thirdly,it locates departmental archives,corporate archives and institutional archives as transitional agencies of archive regulation.And it strengthens the functional authority of archive administration department. |
