| 摘 要： | 本文从“权利”内在包含了“自由权”的哲学思想出发,提出并深刻认识档案利用“自由权”,强调公民利用档案的“自由权”是公民利用档案“权利”实现的基础.从引导公民享受“自由”这一积极的政策调控角度,参考分析美国《公民利用信息指南》,探讨了“公民视角”的我国利用档案信息指南的编制.
