| 摘 要： | 民生档案是与群众切身利益相关的档案,我国已经出台系列促进民生档案工作的政策,从政策工具视角对其进行量化分析,揭示现有政策工具应用的问题,并提出相应的政策建议,以完善民生档案政策体系。研究以51份国家层面的民生档案政策文件为样本,采用内容分析方法,从基本政策工具和民生档案类别两个维度对政策样本进行量化分析。研究发现,我国民生档案政策工具使用中存在档案规章和规范性文件偏多、供给型和环境型政策工具使用过溢、需求型政策工具运用存在缺失、民生档案类别上存在政策失衡等问题,据此提出了健全民生档案政策体系、优化供给型和环境型政策工具结构、增加需求型政策工具的运用、加强对政策失衡领域的补充等建议。

| Abstract: | People's livelihood archives are related to the vital interests of the masses. China has issued a series of policies to promote the work of people's livelihood archives. From the perspective of policy tools, quantitative analysis has been carried out to reveal the problems in the application of existing policy tools, and put forward corresponding policy suggestions to improve the policy system of people's livelihood archives. Taking 51 national level policy documents of people's livelihood as samples, the paper uses content analysis method to conduct quantitative analysis the policy samples from two dimensions of basic policy tools and categories of people's livelihood archives. It is found that there are some problems in the use of policy tools of people's livelihood archives in China, such as too many archives regulations and normative documents; over use of supply-oriented and environment-oriented policy tools; lack of use of demand-oriented policy tools; policy imbalance in the categories of people's livelihood archives, and so on. It is suggested to improve the people's livelihood archives policy system, optimize the structure of supply and environmental policy tools, increase the use of demand-oriented policy tools and strengthen the supplement of policy imbalance. |
