| 摘 要： | 设置主体是对设立、管理公共图书馆并提供公共图书馆服务负有主要责任的政府,可分为独立设置主体和联合设置主体。建设主体是对提供公共图书馆服务负有责任并提供经费的政府,有独立建设主体和联合建设主体之分,联合建设主体又分为主要建设主体、支持性建设主体和参与性建设主体。合理设置公共图书馆理事会,以完善法人治理结构。应因地制宜合理设置六种服务体系类型:纯粹型总分馆制、紧密型总分馆制、半紧密型总分馆制、松散型总分馆制、紧密型联盟模式和松散型联盟模式的治理主体。

| Abstract: | Library’s setting body is the government which takes the most important responsibilities to set up and manage public library,and provide public library services.Types of setting bodies can be divided into independent and union one.Construction body is the government which is responsible for the provision of public library services and funds.Types of construction bodies can be divided into independent and union one.Types of union construction bodies can be divided into main,supportive and participate one.Reasonable setting of public library council improves corporate governance of public library.There are six types of public library service system,such as: pure central-branch library,close central-branch library,semi-close central-branch library,loose central-branch library,close alliance,loose alliance. |
