| 摘 要： | 《图书馆服务宣言》（草案）的公布是我国图书馆事业发展史上具有里程碑意义的事件。文章结合《宣言》颁布的背景，具体分析了《宣言》所体现的图书馆性质和历史使命、图书馆服务的基本原则、图书馆的职能及其发展等。
