| 摘 要： | 我国图书馆立法困难的主要问题是:社会对图书馆的认知度较低、图书馆法制建设滞后、不同类型的图书馆条块分割,再加上立法理论准备不足,在立法架构、法律属性、基本原则、调整对象,以及有关重大问题上多种意见分歧严重。为解决这些主要问题,文章提出了进一步加强图书馆立法理论研究,搞好自身建设,做好立法宣传工作等新举措。
