| 摘 要： | 为了促进图书馆事业的发展，文章提出了具有可操作性的七个具体提案，如在全国使用统一的图书馆标识，设立面向公众的免费知识咨询网站和电话，图书馆要依法按比例安排残疾人就业以及改革图书馆学会的运作机制和年会功能等。落实这些提案，将有助于向弱势群体提供知识援助，有助于维护人民群众的基本文化权益，有助于公共图书馆服务质量的提高。

| Abstract: | The article puts forward seven feasible proposals for library development, such as using unified marking all over the country, establishing free knowledge consulting website and telephone facing the public, arranging the disabled for employment in proportion by law, reforming operational mechanism and function of library society of China and so on. Realizing these proposals will be helpful to provide knowledge aids to the disadvantaged, be helpful to safeguard basic cultural right of the people, be helpful to raise service quality of public library. |
