| 摘 要： | 文章先阐述了在信息时代开展信息福利研究的意义,并提出了制度这一关键要素.接着用函数式描述了制度与信息福利的关系.然后通过建立多个函数模型,进一步论述了制度、制度变迁对信息福利水平的影响,以及将信息资源分为公有产权和私有产权两种情况考虑信息资源的配置情况.由此说明制度是制约信息福利水平的关键因素,引入制度因素来研究信恩福利是重要且必要的.
