| 摘 要： | 新冠肺炎防疫期间面向公众开放的公文是公众获取政策动向的重要渠道,是党政机关部门处理疫情公共事务的重要记录和证据,是重大公共卫生事件归档和研究的重要信息资源。基于11506份开放公文,构建新冠肺炎政策知识图谱,一方面可通过图数据库的形式对疫情相关政策公文进行归档存储和关联组织,另一方面可追溯法律渊源、透视权力协同、监督政策焦点,为公共事务应急管理决策提供支持,通过开放公文知识图谱化的方式赋能后疫情社会。面对新冠肺炎等重大卫生事件,应建立防疫行政公文应急归档机制,构建知识图谱维护开放公文的关联性,强化知识图谱在决策支持与公众服务中的智能应用。

| Abstract: | The administrative documents of COVID-19 are the important records of government epidemic prevention and public affairs processing,are the important target of archiving and archives management.To mine the administrative documents and provide decision support for government,this paper takes 11506 administrative documents to construct policy knowledge graph,which store and connect policies in graph archives.To empower government decision utilizing administrative document knowledge graph,we elaborately show the intelligent application in the view of law source tracking,power synergy analysis,and policy topics supervision.This paper suggests the archival institutions to accelerate the archiving of major event,construct policy knowledge graph to connect the administrative documents,and strengthen the intelligent application of policy knowledge graph to empower decision. |
