| 摘 要： | SHELL是由JISC资助的一项终身学习项目，整个计划实施的时间是2002～2005年。本文主要介绍了该计划产生的背景，整个计划的系统设计，计划的主体——整合信息系统的设计，包括系统的技术基础设施、学习者记录门户和管理门户，以及对计划的评估工作，希望我国的终身学习能从中吸取经验。
