| 摘 要： | 电子政务信息资源整合就是通过信息资源的优化配置实现有规律有控制的信息流通,对电子政务信息资源整合的制约就是对信息流的制约。文章从信息流入手,对电子政务信息资源整合过程中的政府组织结构、信息流、权力流与信息流的关系进行了分析,探求其中的内在规律,并以此为支撑构建了电子政务信息资源整合机制。
