| 摘 要： | 作为一种被实践证明了的科学的管理方法，全面质量管理被引入高校图书馆建设事业，对于提高管理水平、服务水平和服务效率都具有十分重要的意义。构建高校图书馆服务保障体系必须贯彻一切为用户服务，一切以预防为主，一切用数据说话，一切按PDCA循环办事的指导思想，必须要建立全员参与的全过程管理的质量保证机制。
