| 摘 要： | 论文追踪了近期美国联邦政府及州政府颁发的关于机构开放获取的法案及最新发展.从实例中指出美国重视开放获取是对知识平等和公众知识权益的尊重.美国学术和高等教育界已经形成一个非常有利于机构开放获取的环境.从其经验中可以看出,中国的机构开放获取在政策发展方面还有待更加积极的行动.

| Abstract: | This paper reports the recent legislations and development on the institutional open access mandate in the US. The U.S.＇s emphasis on the open access exemplifies its respect to knowledge fairness and public knowledge right. The academia and higher education in the U.S. have nurtured a favorable environment for the institutional open access. The U.S. experience shows that China should be more active on the open access mandate. |
