| 摘 要： | 论文从政府购买的角度,分析公共财政支出最小化的基本要求与建立全覆盖的公共图书馆服务体系之间的矛盾.从公共财政的视角,由单个独立建制的图书馆群构建服务体系的困难程度,提出总分馆制是既可以满足成本最小化,又可以成为全覆盖的最佳实现形式.

| Abstract: | From the angle of government purchase,this paper analyzes the contradictions between the basic require- ments of public minimize expenditure and the establishment of full coverage of the public library service system From the unique perspective of public finance,and in view of the difficulties of single independent library group in service system construction,it points out that general-branch library system can satisfy the demand of minimizing costs,and realize the best form of full coverage. |
