| Abstract: | Article from the system starting with the connotation of ethics , analyzes the ethical shortcomings in the process of formulating and implementing the library rules and regulations, and further points out that to build a harmonious relationship between librarians and readers relies on the institutional change and the ethics reconstruetion. |
