| 摘 要： | 《信息网络传播权保护条例》的颁布与实施,对于完善著作权制度,繁荣我国出版市场,促进图书馆事业发展,平衡作者、出版者和公众三者利益,有着十分重要的意义。尽管《条例》中尚有许多不尽人意的地方,但《条例》的出台与实施,毕竟使得一直困扰图书馆数字资源建设的版权瓶颈开始松动,《条例》中的合理使用、法定许可等条文,使图书馆对于馆藏文献的数字化和网络传播有了法律保障,这将有利于更广泛地发掘馆藏文献的价值,加快图书馆数字资源建设步伐。

| Abstract: | The issue and implement of Ordinance on the Protection of the Right of Information Transmission on Internet is very meaningful in publishing markets,libraries as well as balancing the benefits among writers,publishers and the public.Although the Odinance is not a perfect one,it can help loosen the bottleneck which puzzles the construction of digital resources in libraries.Such rules as reasonable utilization and legal permission in the Ordinace offer guarantees for libraries in digitalization and transmission of their literatures.It will be helpful to make good use of the literatures and speed up the construction of digital resources in library. |
