| 摘 要： | 集群化是图书馆总分馆制的组织基础和管理模式，也是实行总分馆制的必然步骤。现行体制下实行图书馆集群化管理，将科学合理地组织和调整图书馆服务体系结构，优化和改善公共图书馆服务体系，增强公共图书馆服务能力。实行集群化管理应是我国公共图书馆在新形势下事业发展的必然。它带来的是管理与技术的进步，同时推行和实施集群化管理也符合我国国情和公共图书馆的现实。
