| 摘 要： | 《普通高等学校图书馆规程(修订)》对指导高等学校图书馆的工作必然会起到非常大的促进作用．但是行政规定和文件往往只是指导性、建议性和行业性的，在具体实施的过程中可能会因多种因素影响他们的落实和实施，不可避免的具有一定的局限性。如果行政文件再附以相应的图书馆法规或者在《规程》中多明确一些图书馆的权利和自主等，我国高等学校的图书馆工作将会有更大的改进。

| Abstract: | General Academic Library Regulation(Revised Ed)" would promote library menagement of Chinese universities and colleges undoubtedly. But it is only the rules and regulations for organizations of the government and it has inevitable limitations. The rules would be more workable in the library management if they are supported by library law promulgated by the legislative body of our country. |
