| 摘 要： | 文后参考文献是论文不可缺少的重要组成部分，长期以来，许多期刊在其稿约中都要求作者只能引用公开发表的文献资源。鉴于网络科技和数字出版技术的迅猛发展，公开发表的概念有了新的延伸，建议将引用“公开性”的原则修订为“凡可被读者检索或获取到且不涉及保密规定的信息资源均可作为参考文献予以引用”。

| Abstract: | Reference is one of the important components of a paper.Many periodicals require that only reference sources from publications should be quoted.With the rapid development of internet and digital publishing technology and the extension of publication concept,it suggests hereby that all legal and practical sources having been searched out by readers should be quoted as references. |
