| 摘 要： | 科技期刊具有商品属性及其特殊性。商品属性表现为劳动产品的交换性,要按市场法则经营;其特殊性表现为科技期刊是推动科技与社会进步、满足人们精神需求的产品,要按公益性事业来经营。在新闻出版体制改革的形势下,要坚持科技期刊的公益性定位,同时充分运用市场规律,主动应对信息化、全球化带来的机遇和挑战,加强科技期刊品牌、质量、著作权、数字化与国际化方面的经营与管理,逐步解决体制不顺、低水平重复、活力不足等问题,形成面向市场、开放、有活力的科技期刊发展格局。

| Abstract: | Sci-tech periodicals have commodity attributes and particularities of their own.The commodity attributes are presented by the exchange of labor and obeying the rules of market operation;the particularities are demonstrated by that sci-tech periodicals can promote science and technology and social progress,meet people’s spiritual needs,and conform to the rules of public welfare undertaking.We should adhere to the public welfare orientation of sci-tech periodicals,make full use of market laws,initiatively respond the challenges brought by the globalization,and strengthen the management of brand,quality,digital technologies and internationalization.As a result,we will gradually solve the problems of sci-tech periodicals,such as irrational system,low-level repetition,lack of vitality and so on and form a market-oriented,open and dynamic pattern of development of sci-tech periodicals. |
