| 摘 要： | 新闻出版总署的《关于报刊编辑部体制改革的实施办法》甫一出台,立即引起期刊界乃至学术界一片哗然。《实施办法》采取简单化手段"一刀切"地将国内所有期刊全部推向市场,其意在于"解放与发展报刊生产力",破解学术期刊"小、散、滥"的结构性弊端。不可否认,《实施办法》立意似乎高远,但其实施方案却甚为简单。期刊编辑部体制改革将是一场极富挑战性的艰难的变革,它需要各方避免简单性思维,必须应用复杂性思维去迎接挑战。

| Abstract: | The announcement of "Implementation of the Measures on the Structural Reform of the Press and Publication Editorial Departments" has been widely disputed by periodical, even academic, publication field. The "Implementation Measures" seems simplistic and takes "one size fits all" means to push all publications to the market, with an attempt to liberate and develop publication productivity and to diminish the structural shortcomings, including smallness, scatteredness and excessiveness, in publication field. Admittedly, the conception of "Implementation Measures" conception seems lofty, but the implementation of the approach is very simple. However, the structural reform of editorial system will face a very challenging and difficult changes, which requires complex thinking, rather than simple one. |
