| 摘 要： | 日前国家新闻出版广电总局下发《关于规范学术期刊出版秩序促进学术期刊健康发展的通知》,将对学术期刊进行认定与清理,此举将营造良好的外部环境,有利于学术期刊的健康发展.同时也可能出现大量论文无法发表,部分期刊权力寻租现象加剧,忧患意识淡薄、不思进取等问题.为此,文章提出了统筹兼顾,考虑全国学术期刊刊号总量问题,打造学术期刊管理长效机制,管刊与管人相结合的意见和建议.

| Abstract: | The State Administration of Press, Publication, Radio, Film and Television issued recently About Regulating Academic Journals Publishing Order to Promote Healthy Development of Academic Journals. Based on the regulation, academic journals will be identified and cleaned up, which will help to create a external environment favorable to the healthy development of academic journals. On the other hand, quite a number of papers might not be able to be published, which will probably result in aggravated abuse of power, weak awareness of unexpected development, and no attempt to make progress. Aimed at these problems, this article proposes suggestions, such as making overall plans, taking into consideration the total number of academic journal issues in the country, establishing long-term management mechanisms, and combining management of both journals and staff. |
