| Abstract: | Directly against the wrongdoing that some departments evaluate first grade periodicals without authorization, distribute bonus and evaluate technical posts on the basis of their evaluation results, the author suggests that the administrative departments in charge of press and publishing should curb such action in excess of authority so as to ensure the fair competition among periodicals. |
