| 摘 要： | 科技期刊出版工作是我国科学技术事业的重要组成部分.新中国成立以来,颁布了许多有利于科技期刊发展的政策和法规,使我国科技期刊在国民经济建设和科技进步中做出了积极贡献.近年来随着我国加入WTO,国内外出版市场的竞争日益激烈,加之我国管理体制的变化,如何制订符合时代要求的管理政策,是科技期刊管理工作的当务之急.在分析研究已颁布的有关科技期刊的政策法规的基础上,结合科技期刊现状及发展的需要,依据科技期刊属性特色,提出15条政策建议.

| Abstract: | The publication of sci-tech periodicals of China is a very important part of science and technology development.Since the founding of the People's Republic of China,the central government has promulgated many favorable policies and regulations relating sci-tech periodicals,which have made active contribution to China's national economy and sci-tech progress.After China's entry into the WTO, the international competition over publication resources and market in China has become more and more intense.This and the changes of China's managerial system have made it a most pressing matter for the administrative authorities of these periodicals to make and formulate new policies corresponding to the requirements of the modern times.Through the analysis on the over 200 already promulgated policies and regulations regarding sci-tech periodicals,considering the present situation of these periodicals and the demands for further development,and in line with the attribute and characteristics of these periodicals,fifteen policy related proposals have been worked out. |
