| Abstract: | In view of the status of initial evaluation and choosing of science and technology papers,the significance,effects and necessity of the initial evaluation and paper choosing are discussed.The relation and inner-connection between them are also emphasized.The required qualities of the operators for initial evaluation and paper choosing are pointed out,and some practical issued are given. |
