| 摘 要： | 新冠肺炎疫情发生以来,作为风险沟通重要手段的政府疫情新闻发布,在传播政策、公开信息、回应关切、凝聚人心等方面发挥了重要作用,但也存在发布信息不专业、回应质疑不充分等问题。本文以"风险的社会放大"为理论视角,对作为风险沟通手段的政府疫情新闻发布进行分析。研究发现,作为风险沟通手段的政府新闻发布,在新闻发言人行为表现、疫情信息的专业供给、公共传播的价值表达等方面存在不足。为解决这些问题,需要调整新闻发布过程中行政逻辑与专业逻辑之间的关系,实现国家与公众、行政机构与专业机构之间权力的再平衡。

| Abstract: | Since the outbreak of the New Coronary Pneumonia epidemic,the release of government outbreak news as an important means of risk communication has played an important role in maintaining social stability,but there are also problems such as insufficient response capabilities.This article takes the social amplification framework of risk as a theoretical perspective and studies the government’s epidemic news release as a means of risk communication.This article believes that government press releases as a means of risk communication are inadequate in terms of the performance of spokespersons,the supply of epidemic information,and conformity with public values.The low degree of specialization in press releases is the reason for the problems of the government as a risk communicator during the epidemic.To solve this problem,it is necessary to adjust the relationship between administrative logic and professional logic in the press release process,and to realize the rebalancing of power between the state and the public,and between administrative and professional institutions. |
